Which State is best for business in India?

Which the State that is most friendly to Business in India? Which is the State should Indian entrepreneurs look to setup their business?

Which State has the least beaureacratic red-tape? A robust police-force, fast resolution of legal disputes?

Can anybody give a ranking?

Note: I am not talking about location of natural resources, or human resources - let's assume the business does not involve natural resources, and there is easy access to educated labor.

and who, my wise friend, is going to supply you with this data on all these factors? this study is mostly a waste of time as the investment in finding out the relevant information not withstanding subsequent analysis is monumentous. If you hold on, someone with vastly more superior resources than most bloggers and small companies will undertake this study. The results of course will be interesting to note and that too only from an academic perspective. How different is it going to be from the the usual suspects of Karkataka, Andhra Pradesh, Maharastra and a few others?

I would recommend Gujarat. especially the union territories of Daman & Diu.

Maharashtra is a strict no! Stamp duty is one of the highest, so is the bearaucratic haggling.
